Quality Policy

As part of its missions of monitoring and implementing the civil aviation state policy, as well as missions of regulation, oversight and control of civil aviation activities, the National Civil Aviation Agency (NCAA) is committed to continuously improving the Algerian civil aviation system, by implementing a Quality Management System (QMS) in accordance with the ISO 9001 standard, and by integrating the risk-based approach at all levels.

Our goal is to ensure a high level of aviation safety, rigorous regulatory compliance, effective management, and active satisfaction of stakeholders.

The main aim of this system is to improve the efficiency of the organization, to control key processes, to enhance users’ satisfaction, and to ensure the sustainability of results through a continuous improvement approach.

In this context, the NCAA has set the following commitment basis:

  1. Safety and efficiency of operations: Ensuring the regularity and safety of air operations through rigorous control based on risks’ prevention and management;
  2. Regulatory compliance: Strengthening the alignment with ICAO standards and recommended practices, as well as with national and communities’ requirements;
  3. Stakeholders’ satisfaction: Improving satisfaction and responsiveness of the operators and stakeholders’ needs, while strictly complying with regulatory requirements and international standards;
  4. Human capital development: Developing the skills, involvement, and quality culture of staff through targeted training courses;
  5. Continuous improvement: Deploying monitoring tools, reducing malfunctions, strengthening organizational efficiency and structuring internal processes.

To this end, in my capacity as a Director General of the NCAA, I’m committed to providing all structures with the human, technical, organizational and financial resources necessary for the effective implementation of our Quality Management System (QMS) and the achievement of the strategic objectives defined in this policy.

All the staff are invited to fully adhere to this quality approach, which is considered as a guarantee of transparency, sustainable performance and institutional credibility of our Agency at the national and international levels.
