The technical investigation of civil aviation accidents and serious incidents aims to promote civil aviation safety worldwide. The 193 Contracting States of the International Civil Aviation Organization (ICAO) are required to conduct technical investigations into civil aviation accidents and incidents occurring within their territories, in accordance with ICAO standards and recommended practices.

Algeria ratified the Convention on international civil aviation, signed in Chicago on December 7th, 1944, through Decree No. 63-84 of March 5, 1963. Law No. 98-06 of June 27, 1998, as amended and supplemented, sets general rules for civil aviation and states in Article 93 that all aircraft accidents and serious incidents must be subject to a technical investigation conducted by a permanent and independent body.

Established in 2024, the Directorate Accidents and Serious Incidents Investigations conducts independent technical investigations into civil aviation events occurring in Algeria. Its goal is to reconstruct the circumstances, identify the causes and contributing factors, and issue safety recommendations if necessary. It also participates in investigations conducted by foreign counterparts, in accordance with international regulations. Each investigation results in a published report, which may include safety recommendations. These investigations aim solely to improve air safety and do not seek to assign blame or replace judicial or administrative proceedings.
